About Michelle Leslie
Michelle Leslie is a lawyer and lobbyist with over 15 years of experience in government affairs, strategic planning, policy and analysis. Prior to founding Michelle Leslie Government Affairs Consulting, where she serves as a consultant to a state coalition, Michelle worked in the private sector where she managed state government affairs and served as a lobbyist and primary contact with state legislators, staff and regulators.
Michelle’s prior government experience includes service as the Executive Director of the Gaming Oversight Committee for the Pennsylvania House Democrats where she was responsible for legislative drafting, research, and analysis of industry legal issues, and educating committee members on proposed legislation.
She also worked as a staff attorney for the Pennsylvania House Democratic Legal office where she advised committee members on the constitutional, administrative and policy impacts of proposed legislation. Early in her career, she was an attorney with the Pennsylvania Department of Labor & Industry Unemployment Compensation Board of Review.
Michelle graduated with a Bachelor of Arts in Political Science and Communication from Duquesne University and received her Juris Doctorate from Widener University Commonwealth Law School (Harrisburg).

Consulting Services
Develop a thorough understanding of the specific issues and goals of the client; develop a comprehensive strategic plan of action for client consideration; and, utilize open and direct communication with the client to assist the decision making process in the pursuit of the client’s stated objectives and goals.
Lobbying Services
Identify new or existing legislation germane to the client’s stated goals, objectives or mission statement; work directly with legislators and staff on both sides of the aisle in the Pennsylvania General Assembly to ensure the legislative needs of the client are conveyed to and understood by the appropriate decision makers; and, where appropriate, advocate for necessary changes to new or existing legislation to best advance the client’s stated goals, objectives or mission statement
Legislative and Regulatory Monitoring
Consistently monitor legislation introduced in the Pennsylvania General Assembly; track and provide timely updates on the status of legislation and amendments that affect the client; and, attend committee meetings and hearings on proposed legislation.
